The case for regulation of PA services in Ireland

In the first paper of our New Directions, New Perspectives Series, Dovida’s General Manager for Disability, Dr Kathy McLoughlin, argues for the inclusion of Personal Assistance (PA) in the upcoming regulation of home support providers.

Authored by Dr Kathy McLaughlin

While the proposed regulation aims to regulate home support providers, the exclusion of PA services, which are essential to support the independent living of individuals with disabilities, creates a potential gap in safeguarding the rights and well-being of this often-vulnerable population, as well as creating fragmentation within the home care sector.

Dr McLoughlin argues that PA services must be included in the forthcoming regulatory framework to ensure consistent standards of care, protect those supported, and uphold fairness within the sector.

The Critical Role of Private-Pay Home Care

in meeting Ireland’s growing long-term care needs

Ireland is undergoing a significant demographic shift, with the population aged 65 and over growing at a rapid rate. By 2051, it is projected that this age group will have doubled in size, placing immense pressure on Ireland’s publicly funded health and social care infrastructure.

In the second paper in our New Directions, New Perspectives Series, Dovida’s General Manager for Disability, Dr Kathy McLoughlin, examines how private-pay home care can play an essential role in meeting the increasing demand for home care services in Ireland and offer choice, agility, and truly person-centred solutions.

Home Care Policy Briefing 2025

Demand for home care is growing as our society ages and personalised home care services for people of all ages are preferred to residential care.

The Irish Government must act decisively to ensure equitable, high quality and sustainable care for our ageing population and those living with disability.

As Ireland’s largest private home care provider, Dovida is uniquely positioned to identify the challenges for our sector.

We have outlined three core recommendations for the government to consider to support the development and sustainability of the home care sector and offer stability to all those who interact with it.
